HE (creating a new he file in another directory)

Very simple.  Just copy all files into new directory.  Goto file manager
the path will be wrong.  Goto Clone and make a new name for the hep file
then pick the home file in the new directory and all the files will be
put into the Publication Root.  Change the path of the exe file.  It
will have the old path.

Onther way
Another possibility: temporarily rename your old directory to something 
else, then load the old HEP copied in your new directory.
 HE won't find the index page and you'll be prompted to select 
the folder where this page is available; you can thus choose your 
new directory.

No, you can't put an image directly into a quiz. What you can do in the 
current version (v6.0.1) is that you can make the quiz partially transparent. 
So you could put a single question quiz on top of a static image. If you had 
more than one image, you could repeat with another single question quiz 
because the quiz questions are aggregated together at the end of the video.

You need to run a regular script on your server to tell your moodle to send out 
emails and to check other things on a regular basis, like updating RSS feeds.

This is called a cron script and is relatively straightforward to set up. Basically,
 it is a line of code telling your server to run
 www.yourmoodle.com/admin/cron.php regularly (say every five minutes).

Unfortunately, how you set it up depends on your server setup! Please read
 the cron instructions here. I don't know Godaddy but a lot of hosting services
 use a control panel which has a 'scheduled tasks' tab or similar. 
You might have to use a bit of trial and error to make sure you have got it right.

I have found the solution:
 1.
Open Local Group Policy Editor. It is quite hidden - search for it in Windows Start menu or in Control panel - use the search box as I have not found the shortcut for it. Alternatively you can run gpedit from command line (not from Run in Start menu).

 2.
Navigate to User Configuration - Administrative Templates - Windows Components - Tablet PC - Cursor.

 3.
Enable the Turn off pen feedback setting
